I vietnamiti sono riusciti a farlo chiedendo ad ogni famiglia nelle loro province sudoccidentali a dare tre chili di riso. In contrasto, i governi occidentali hanno spedito solo una manciata d'assisstenza. Le grandi agenzie, la Croce rossa internazionale e Unicef, hanno imposto condizioni sulla loro carità, come il diritto di fornire viveri a ciò che definiscono «l'altra parte».
