Those who won always spared the lives of the defeated by sending them into exile or banishing them to remote provinces. In quel periodo più di un milione di persone fu ucciso in operazioni di guerriglia urbana, da plotoni di esecuzione, in prigione sotto tortura e, soprattutto, durante gli otto anni della guerra Iran-Iraq. Questo significa che ogni ora di governo dei mullah costò la vita di almeno dieci iraniani. In circa 38 anni di regno dello Scià, furono giustiziate in tutto 312 persone – molte delle quali per omicidio. Nel decennio che seguì alla caduta dello Scià il numero degli iraniani giustiziati dal nuovo regime salì a più di 12.000 secondo Amnesty International.
